Resilience is not only a government function. When power, water or communications fail, the outcome is settled locally — by whether a hospital knows its fallback, whether a school has a plan, whether a small firm can keep paying staff, whether a municipality can tell residents what is happening and when it will end. These are the actors least likely to hold a continuity plan and most likely to need one.
CORE works at that level, with civil preparedness training modules, municipal resilience checklists, community continuity plans, SME resilience guides, public awareness campaign concepts and multi-stakeholder tabletop exercises — alongside municipalities, schools, hospitals, SMEs, civil-society groups, local emergency managers, chambers of commerce and public institutions. This is the final test of operational resilience: whether a society can anticipate a shock, absorb it, and bounce forward.
