Typical engagement

Public diplomacy scales everything upstream of it, by building the legitimacy, visibility and alignment that resilience work depends on once it leaves a single institution. Some of this is commissioned. Much of it CORE publishes at its own initiative, on the straightforward reasoning that a finding which stays inside one ministry changes very little.
