Moving research out of the laboratory and into the institutions that need it, by involving the end-user before the prototype exists rather than after.
Europe does not lack ideas. It lacks pathways for adoption. Promising research stalls at exactly the point where an end-user should have been involved and was not: requirements are written after the prototype, procurement rules are discovered late, and the institution that needed the capability never receives it. What remains is a well-documented project and an unchanged operating picture.
CORE closes that distance by working from the adopting side. We build technology adoption roadmaps with the institutions that will run the system, write end-user requirement briefs before development starts, draft pilot concept notes, assemble consortia, and test procurement and regulatory readiness early enough for the answer to change the design. The people on the other side of the table are research organisations, start-ups, municipalities, ministries, critical-infrastructure operators and EU and NATO consortia. In the chain, this is the link that converts protected knowledge into something an organisation can actually deploy.
