Scaling a dual-use technology is not simply commercial growth. The same product that serves a hospital or a grid operator may fall under export control, carry security-by-design obligations, or require testing evidence no civilian customer would ever ask for. Founders tend to meet these requirements at the worst possible moment — during due diligence, or after a first defence enquiry — when retrofitting compliance costs the most and buys the least.
