Independence
We protect our judgement from political, ideological and financial pressures. We remain non-partisan and seek diverse sources of support so that no single funder determines our agenda or conclusions.
Transparency
We make our governance, funding and partnerships clear, disclose relevant interests and explain how we set our priorities. Those who engage with CORE should understand how we operate and whose support enables our work.
Sustainability
We design our work to deliver value beyond individual projects and funding cycles. We build capabilities, partnerships and knowledge that institutions, businesses and communities can continue to use and develop.
Excellence
We ground our work in rigorous research, credible evidence and critical review. We distinguish findings from assumptions, acknowledge uncertainty and test whether our recommendations are relevant and practical.
Openness
We share methods, findings and, where appropriate, underlying data so others can scrutinise, verify and build on our work. We balance openness with legitimate requirements for privacy, confidentiality and security.
Accountability
We take responsibility for the resources we use, the ethical standards we uphold and the effects of our work. We make commitments clear, evaluate results and address shortcomings.
Our approach
Six elements describe how we move from a resilience question to something an institution can operate.
Lighthouse model
We begin with focused demonstrators that address concrete resilience challenges. By testing their value and documenting what works, we create practical examples that others can adopt, adapt and scale.
Action-led work
We connect research with implementation through practical advice, operational technology and exercises. Findings become actions with clear responsibilities, while lessons from implementation inform the next stage of our work.
Full-spectrum resilience
We address resilience across physical and digital systems, institutions and communities. We examine how risks and dependencies interact, identify where disruption can spread and coordinate measures across sectors.
European focus
We work to strengthen Europe's capacity to make and act on its own strategic choices. Our projects support European strategic autonomy by developing critical capabilities, reducing harmful dependencies and strengthening cooperation with trusted partners.
Responsible innovation
We develop AI-native capabilities where they add practical value, with responsible data use, security and human oversight built into their design. We assess potential harms, test reliability and make limitations clear.
Interdisciplinary collaboration
We combine expertise in security and engineering with policy, economics and social science. Researchers and practitioners work together to understand complex challenges and develop solutions that are technically sound and workable in practice.
