What this involves
- Convert exercise and project findings into instruments an institution can adopt: policy briefs, regulatory options papers and procurement recommendations.
- Convene the people who can change the rule — roundtables and expert dialogues that put ministries, regulators, operators and researchers at one table.
- Follow the money: funding concept notes and EU and NATO engagement briefs that place a lesson inside a programme that already exists.
Typical engagement
Policy dialogue is where evidence becomes durable change — embedded in rules, standards, procurement models and budgets rather than in a report. CORE is non-partisan: we work with any ministry, municipality or institution that will act on a finding, and we take no position in party politics. This step is usually commissioned by an organisation that has already run a diagnosis or an exercise and needs the result to hold once the project team disbands.
