What this involves
- Map the problem: policy analysis, document and data review, stakeholder interviews, legal assessment and technical diagnostics, run as one exercise rather than as separate workstreams.
- Establish the baseline — a stakeholder map, a data baseline, and a threat and vulnerability analysis that names who owns each risk.
- Close with a problem-definition brief that states the resilience gap in operational terms: what fails, in what order, and who notices first.
Typical engagement
A research engagement is scoped around one system, one institution or one sector, and ends with a problem-definition brief short enough to be read by the people who will act on it. Alongside it we hand over the working material — the stakeholder map, the data baseline, the threat and vulnerability analysis — so the client keeps the evidence and not only the conclusion. Research is deliberately the first step of the workflow: its output is written to serve as the terms of reference for the consultancy that follows.
